Backyard chickens must go in 6 months

The Jakarta Post, Jakarta

The government has decided to eventually ban all poultry from residential areas nationwide, as it steps up attempts to stop the spread of avian influenza during the rainy season.

Coordinating Minister for the People's Welfare Aburizal Bakrie said Monday the government would begin widespread culls of poultry in three high-risk provinces of Banten, Jakarta and West Java during the next six months.

"This step will be followed by similar actions in 14 other provinces, which have had bird flu virus outbreaks," Bakrie said after meeting Health Ministry officials.

Four people have died from bird flu during the past week, pushing up the country's death toll to 61 from a world total of 161 deceased.

However, Aburizal admitted that convincing people to stop keeping chickens in backyard coops would not be easy.

People would likely resist the idea because domesticating poultry had significant economic benefits, he said.

To implement the ban, the government has instructed local administrations in the three provinces to create maps showing at-risk areas.

"High risk areas will be our focus. Besides removing the fowls, we will continue our bird flu awareness campaign, vaccinate (healthy) poultry, and distribute free Tamiflu medicine to people with flu symptoms," he said.

He said intensive and active monitoring would continue in areas deemed at low-risk from the virus as well.

Aburizal promised to work with local administrations to compensate poultry owners whose birds were culled.

"The government will pay people as much as Rp 12,500 (US$1.37) for each bird taken from their coops," he said.

However, Aburizal said the government had not yet worked out different rates for small-scale and commercial poultry farming.

"For now, coops containing less than 20 chickens will be categorized as non-commercial, and will be our targets," he said.

Health Minister Siti Fadilah Supari said implementing a ban on all poultry in residential areas would depend on the cooperation of regional and provincial governments.

"We expect local administrations, especially those in Banten, West Java and Jakarta, to follow up this decision by issuing their own provincial bylaws," he said.

Home Ministry director general for general governance Sodjuangon Situmorang said provisions in the 1984 Law on Pandemics and the 2004 Regional Government Law gave local administrations the power to forcibly cull backyard chickens.

"The ministry also plans to issue a directive to local administrations compelling them to implement the ban.

"However, in the long run, the ministry will encourage local administrations to issue their own bylaws for this purpose," he said. (01)
